How Licking Arrests Work
One arrest in Licking can leave paper trails in several offices. When its own officers make the arrest, the Licking Police Department writes the incident and arrest report. County custody is different. If the person goes to the Texas County Justice Center Jail in Houston, that facility creates the booking record. A Missouri State Highway Patrol arrest moves through its own report route. Even then, the county jail may later hold the person. So confirm the arresting agency and the custody agency separately.
Licking is the county seat area's biggest incorporated city. The 2020 Census counted 2,851 residents. Chief Pat Burton leads the department. The police page names him along with the sworn officers, reserves, and administrative staff. That gives the department a clear identity and contact route. It carries no city roster, though. The county jail in Houston has 72 beds. Yet no official rule says every Licking arrest must end in a booking there. A summons, a release, or a medical transfer can send the record elsewhere. A hold from another agency can too.
Note: Confirm the person's identity and current custody with the holding agency before treating any arrest listing or charge as settled.
Where Licking Arrests Appear
The city site publishes no Licking daily blotter, booking table, mugshot viewer, or archive. Texas County posts no online jail roster either. That gap makes labels matter. Begin with the agency that owns the arrest record, then treat news stories or unofficial pages as leads only.
| Channel | What it can establish | Photo status |
|---|---|---|
| Licking Police (official) | Department contact and route to an incident or arrest report | No public photo policy or gallery found |
| Texas County Sheriff (official) | County custody and jail-record custodian | No public roster or photo viewer found |
| Missouri MOVANS/VINELink (official statewide) | Possible current custody result when an agency reports | May appear only if the agency supplies one |
| Houston Herald Law & Order (local news) | Selective multi-day reporting, not a complete log | Story-dependent, not a county policy |
| Texas County commercial index | Historical, unofficial lead with visible old entries | Many old cards lacked a photo; never use for current status |
A commercial county page does list old 2013 and 2014 arrest dates under city labels that include Licking. It is not linked here, since official sources stay primary and stale entries cannot show present custody. A blank result proves nothing either way.
Find a Licking Arrest
Follow the event from street to custody to court. Use one source at a time. Note the date you checked each one. Intake can happen physically before any status tool or court filing catches up. A released person may vanish from a current-custody search altogether.
- Call Licking Police at 573-674-2278 if its officers may have made the arrest. Ask for the report custodian and event number, if one exists.
- Call the Texas County Sheriff and jail at 417-967-4165. Ask whether the person is currently held, whether intake is complete, and which agency delivered the person.
- Test Missouri MOVANS by full name and date of birth when available. Texas County's live participation is not confirmed, so verify any result or absence by phone.
- Use Missouri Case.net after a filing may exist. Match the county, division, date, and person rather than relying on a name alone.
- Submit a narrow Sunshine request to the correct agency for the arrest report, booking record, release or transfer entry, and any releasable photo.
The Texas County recent-arrests hub digs deeper into the county jail, records law, booking-photo limits, warrants, and later custody layers. For court questions, turn to Case.net. It is not a live jail list. A disposition is the court's final resolution of a case, while a booking charge is simply what was written down near intake.
Licking Police Request Route
Licking offers no police-specific online request form, no local fee schedule, and no promised turnaround. Put your request in writing. Address a Missouri Sunshine request to the police records custodian. Include the full name, date of birth if known, the event date, the location, and a clear description of the incident or arrest report. Ask whether Licking Police made the arrest and whether it holds any photograph. Booking sheets and intake photos belong to the sheriff. Route those parts there instead.

Missouri law pushes a custodian to respond as soon as possible. The deadline is the third business day. That clock covers the response only, not full production. The office may hand over the record or explain a delay. It may also cite a legal basis for denial. The Missouri Attorney General's Sunshine FAQ notes that standard paper copies run up to ten cents a page. Allowed staff and research time may be added. Request electronic delivery and an itemized estimate. Expect redactions for active investigative content, protected victim details, juvenile records, and sensitive identifiers.
The official Licking police page displays the current staff. It also gives the contact channel for this request route.
That page is a contact page, not an arrest feed. It does not list anyone in custody.
Licking Photo and Record Access
No Licking or Texas County source promises booking photos online. A city incident image and a jail intake photograph are not always the same item. Ask whichever agency created or holds the image. Give the event date. Name the specific releasable record. MOVANS can display a photo when a reporting agency supplies one. The statewide system does not guarantee a Licking or Texas County image.
Missouri ยง610.100 generally treats arrest reports as open. Its exceptions and later closure rules still apply. If no charge is filed within 30 days, the statute changes what stays open. Only specified disposition details remain listed. So missing or redacted material may reflect timing or a lawful boundary rather than secrecy. A booking photo is an identification artifact tied to a charge.
- Arrest report
- The arresting agency's record of restraint, detention, and the listed charge.
- Booking record
- The custody agency's intake record after it accepts the person.
- Disposition
- The later court outcome, such as dismissal, plea, or judgment.
Licking News Source Limits
The Houston Herald runs two sections worth knowing: Law & Order and Texas County. Between them, deputy and police reports from around the county sometimes appear. Coverage is selective, though. An article's publication date can sit far from the incident itself. The arrest or booking date may differ. The paper promises no complete arrest list and no fixed schedule. Save the story URL and its date. Then ask the named agency for the report behind it.
Local reporting says the sheriff's official Facebook identity sometimes carries crime and arrest updates. The office sets no posting cadence. It promises no archive and no photo rule. Treat a social post as a lead, not a record. For several days of reporting, the Police Blotter link in the navigation covers more ground. For a same-day custody question, call the jail first.
Note: A quiet news category or social feed does not mean no one was arrested in Licking during that period.
After a Licking Arrest
One Licking arrest can travel through many layers. Booking comes first, maybe at the county. Then bond or a hold. After that: release, transfer, a court filing, or even state or federal custody later on. Plenty of cases skip steps entirely. MODOC searches active state supervision and incarceration, so it will not show new Licking bookings. The BOP locator handles federal custody, and DHS-VINE only covers immigration detention. Try those systems only when an official record points to that kind of handoff.
If prosecutors enter a criminal case, a local Case.net entry appears in real time once filed. That word comes from the Texas County Circuit Clerk. The statewide participating-courts search can lag by roughly three hours. Neither timing guarantees that a fresh arrest already has a case attached. Check the booking custodian for custody questions and the court for the legal outcome. Keeping those two channels separate stops a release from looking like a dismissal.
Identity matters at every stage. Search with a full legal name. Add a date of birth, an event date, a booking number, or a case number when the office allows it. A name-only result can land on the wrong person. Note the agency you searched and the time. When the jail confirms a transfer, ask where the person went before switching locators. MODOC leaves out discharged offenders. It also withholds some records for safety or confidentiality. A blank screen there says nothing about the Licking arrest itself.
Older arrest material can take a different path. Missouri's sheriff retention schedule places arrest logs, arrest files, registers, fingerprints, and booking sheets under SHF 006. The minimum reference period is five years. That schedule still cannot tell you what happened to one Texas County file. Ask the current custodian about the record. Did it stay local, move to another repository, or get lawfully destroyed? The Missouri State Archives sometimes holds historic county or municipal material. Nothing indicates current Licking booking photos land there routinely.
